Highness Duke Org Shuten (ハイネスデュークオルグ シュテン Hainesu De~yūku Orugu Shuten) is a major antagonist in Hyakujuu Sentai Gaoranger and the main antagonist of first arc(1-14), he was the first Highness Duke to be awakened, he was an eye-themed Highness Duke Org
History[]
Shortly after an attack by Wire Org, Highness Duke Org Shuten awakens from being embedded in the stone of the Org Matrix and assumes command of the Org Tribe. 
TV STORY-Quest 02: The Spirit King Rises!!
Leaving the Org Matrix to investigate an Org Flux, Shuten encounters the Gaorangers who he defeats before continuing his search. Investigating further, he finds the source, a mysterious green stone placed on a shrine. Taking a scroll and the stone, the artifacts burn his hands as they activate and he drops them with them being picked up by Kakeru. TV STORY-Quest 04: The Two Who Never Give Up!!
Swearing vengeance, Shuten contacts TsueTsue, Yabaiba and Tire Org and orders them to retrieve the stone. This is unsuccessful and GaoElephant is ultimately revived using the stone. TV STORY-Quest 05: The Mountain Moves!!
Shuten continues to rage as the Gaorangers obtain GaoGiraffe, GaoPolar and GaoBear. He attempts to have the Dukes find ideal Orgs with one of his detached eye only to anger the Org Master with his repeated failure. Seeking to redeem himself, Shuten attempts to destroy the Gaorangers by blocking the GaoSoul, knocking them around in human form whilst the Dukes take their Gao Jewels. At the last second, Pyochan restores the Gao Souls with Kakeru defeating Shuten with the Gao Mane Buster. Refusing to accept defeat, Shuten takes TsueTsue's staff to perform the Highness Duke secret technique to enlarge at full power. Shuten is no match for the Soul Bird powered GaoMuscle and GaoKing. Though he survives the Super Animal Heart, Shuten is killed by the newly awakened Highness Duke Org Ura, who drains and absorbs all of his power until Shuten dies so Ura can assume command. Shuten is later resurrected, fighting Kakeru and Gaku in a vain attempt to protect the red idol on the mountain that powers the barrier protecting the Matrix. Though he is killed by the Hundred Beast Sword alongside Ura and Rasetsu, TsueTsue uses the Org Heart to fuse them together to create Ultimate Org Senki. TV STORY-Quest 49: The Matrix Closes
Personality[]
Shuten was a ruthless individual who wanted full control of Earth for the Org Tribe by any means necessary. He was very aggressive on the battlefield against the Gaorangers and when they wounded him with GaoKing he survived. But before he could resume his battle against the team he was killed by his successor, Highness Duke Org Ura. However in his final words he realized that death was his punishment for his repeated failures against the Gaorangers.

Powers[]
- Strength: Shuten was indeed powerful enough to overpower all five Gaorangers and initially GaoMuscle without the Soul Bird.
- Durability: Shuten was able to survive the Super Animal Heart without a scratch.
- Laser Blast: Shuten could fire green and red colored laser blasts from his hands.
- Size Changing: Unlike most Orgs, who require Toxica's magic beams to grow to massive size, Shuten could change his size by implanting himself with TsueTsue's staff to break apart his body and then reforming it into a much bigger form.
- Lightning Vision: Shuten ci;d fire red colored lightning beams from his main eye.
- Lightning Blasts: Shuten's strongest attack where he could fire a stronger white colored laser with red electricity around it from his main eye powerful enough to completely ruin GaoMuscle and take it out with one blast.
- Arm Extension: Shuten could extend his arms to wrap around enemies.
- Teleportation: Shuten could teleport to any location at will.
- Lightning Laser: Shuten was able to fire a red laser with orange lightning around it from his hands.

- Healing: Shuten was able to heal himself by using blasts of lightning to cauterize the wound.

- Deflection: Shuten's axe was able to deflect the Evil-Crushing Hundred-Beast Sword.
- Lightning Beam: Shuten could fire red colored lightning beams from his axe.
- All-Carnage Ogre Blade Formation: Shuten's axe was also used in the formation of the All-Carnage Ogre Blade.

- Highness Duke Org Shuten was voiced by Tetsu Inada, best known as Doggie Kruger from Tokusou Sentai Dekaranger three years later.
